Game Theory

Two small, ancient villages lie between Tianjin and Hebei provinces. The local government wants to build a highway through one, while the locals of the other face eviction because of a new factory. Two different communities begin resisting hostile bureaucracies who are forcing them to move with little compensation. This sets off a chain of events that include litigation, corruption and "game theories," whereby the local government devises ways to break down the resistance.
